STERA MISSION STATEMENT


MISSION STATEmENT

The Mission of the Chautauqua, Cattaraugus, Allegany, and Steuben Southern Tier Extension Railroad Authority is to fulfill the purpose for which it was created by the New York State Legislature and to achieve its self-prescribed goals.

  • The purpose of the Chautauqua, Cattaraugus, Allegany, and Steuben Southern Tier Extension Railroad Authority, as indicated by the New York State Legislature in creating it, is "to preserve and enhance the system of railroads serving Chautauqua, Cattaraugus, Allegany, and Steuben Counties in NYS and Warren and Erie Counties in the Commonwealth of PA, so as to insure a healthy economy for these counties".

  • The goals of the Chautauqua, Cattaraugus, Allegany, and Steuben Southern Tier Extension Railroad Authority are to encourage an operating railroad that provides adequate rail service, to increase rail shipping carload volumes, to catalyze opportunities for additional business expansion and development based on rail service, to achieve improved functional performance of the rail lines through rehabilitation efforts, to encourage safe railroad operations, and to achieve a clean audit report and NYS ABO compliance report.  Stakeholders interested in the performance of the Authority and their expectations are as follows:​

This mission statement incorporates the Authority's purpose and goals, and provides standards for future performance measurement and evaluation.

measurement standards for performance evaluation

The Authority's measurement standards for self-evaluation are based upon the goals of the Authority.  These measurement standards were revised and approved by the Authority Board of Directors at the March 9, 2015 meeting.

The following are the Authority's measurement standards for self-evaluation:
  • Operating railroad providing adequate rail service  Increased rail shipping carload volumes
  • Opportunities for additional business expansion and development based on rail service
  • Documentation of rehabilitation efforts and functional performance railroad line
  • Encouragement of safe railroad operations
  • Clean audit report and NYS ABO compliance report

This Mission Statement and Measurement Standards for Performance Evaluation Policy was revised and approved by the Authority Board of Directors at the March 9, 2015 meeting.  This policy is annually reviewed and updated as appropriate.

This Policy was approved and adopted on March 9, 2015 by the Board of Directors of the  Southern Tier Extension Railroad Authority.
